Detained Palestinian physician Dr. Marwan Al-Hams is facing a serious and escalating health risk inside Israeli prisons, amid denial of medication, food deprivation, isolation, and harsh detention conditions.<\/span><\/p>\n

Dr. Marwan Al-Hams, Director of Field Hospitals at the Ministry of Health in the Gaza Strip, is currently held in Ramon Prison following months of harsh detention, prolonged interrogation, and systematic denial of medical treatment, medication, and contact with his family.<\/span><\/p>\n

Dr. Al-Hams is one of the prominent medical professionals who continued performing his professional and humanitarian duties during the height of the assault and the collapse of the healthcare system in Gaza. His continued detention reflects a broader pattern of Israeli targeting of the Palestinian healthcare system, not only through the bombing and destruction of hospitals and the obstruction of medical supplies, but also through the pursuit, arrest, and detention of doctors under conditions that directly endanger their lives.<\/span><\/p>\n

Available information indicates that Dr. Al-Hams has been deprived of the heart medication he requires since February. This raises serious concerns that he may suffer sudden and severe medical complications inside prison, particularly in the absence of adequate medical monitoring, the poor conditions of detention, and the policy of deliberate medical neglect affecting Palestinian detainees, especially detainees from the Gaza Strip after 7 October 2023.<\/span><\/p>\n

The prolonged denial of heart medication to a sick detainee constitutes a form of slow torture and silent, delayed killing, particularly when the detainee is held in a closed and harsh environment, deprived of adequate nutrition, medical care, and contact with the outside world.<\/span><\/p>\n

Information received indicates that Dr. Al-Hams has lost approximately 20 kilograms since his arrest, with his weight dropping to around 69 kilograms. This significant weight loss is a clear indication of starvation, deprivation, and ongoing mistreatment. Combined with the denial of heart medication, this places his life at real and immediate risk and requires urgent intervention by international medical and human rights institutions.<\/span><\/p>\n

Dr. Marwan Al-Hams was abducted, together with his daughter, nurse Tasneem, by an Israeli special force on 21 July 2025 while he was carrying out work connected to his medical and humanitarian duties. He was on his way to a work assignment near the field hospital of the International Committee of the Red Cross in the Al-Mawasi area, south of the Gaza Strip. This followed a long period of managing hospitals in Gaza and serving wounded and sick civilians under extremely difficult conditions. He remained at his post despite threats affecting hundreds of medical workers.<\/span><\/p>\n

The abduction of a physician while on duty, or while heading to perform a medical mission, constitutes a serious violation of the protection that healthcare workers are entitled to under international humanitarian law. It reflects a systematic policy aimed at weakening Gaza\u2019s healthcare sector by removing active medical personnel and punishing doctors who remained at their posts to serve patients and the wounded despite bombardment, siege, and the collapse of available resources.<\/span><\/p>\n

Dr. Al-Hams was subjected to harsh and intensive interrogation in Ashkelon Prison for 43 consecutive days, amounting to nearly 1,000 hours of pressure and continuous interrogation. These conditions represent a serious violation of basic standards of human dignity and legal guarantees. Prolonged interrogation, when combined with denial of treatment, food, and communication, falls within the framework of cruel and inhuman treatment and appears aimed at breaking the detainee\u2019s will and exhausting him physically and psychologically.<\/span><\/p>\n

Dr. Al-Hams is not being treated as an ordinary detainee. He is reportedly subjected to especially harsh treatment targeting his personal, professional, and symbolic status, in apparent retaliation for his medical and humanitarian role during the assault on Gaza. The targeting of a physician at this level cannot be separated from the wider context in which Palestinian hospitals and medical teams have faced destruction, pursuit, arrest, and killing.<\/span><\/p>\n

Dr. Al-Hams is one of at least 18 Palestinian doctors held in Israeli prisons, according to available information. International human rights and media reports have referred to broader figures, including hundreds of healthcare workers from Gaza who have reportedly been arrested since the beginning of the war. These reports include accounts of Palestinian medical personnel, including doctors and specialists, being held in harsh conditions, with testimonies of torture, denial of medical care, and mistreatment.<\/span><\/p>\n

The arrest of doctors does not target individuals alone; it also undermines the entire Palestinian community\u2019s right to health and life. Every doctor arrested from Gaza adds further pressure to an already exhausted healthcare system, leaving more patients without doctors and more wounded people without a chance of survival. Dr. Marwan Al-Hams\u2019s case is therefore not only an individual case, but part of a broader attack on an entire healthcare sector being dismantled and depleted.<\/span><\/p>\n

The conditions of Dr. Al-Hams\u2019s detention combine starvation, deprivation, denial of medication, denial of family contact, harsh interrogation, psychological isolation, and mistreatment. Together, these elements create a potentially lethal environment, particularly for a detainee suffering from a heart condition and deprived of essential medication for months. Denial of family contact further increases the suffering of both the detainee and his family, depriving them of the basic human right to know his condition, health status, place of detention, and circumstances of imprisonment.<\/span><\/p>\n

Isolation and denial of communication are being used as tools of psychological pressure and retaliation. Dr. Al-Hams\u2019s family remains in a state of constant fear and uncertainty due to the absence of accurate and continuous information about his health condition. The suffering of a family that knows its son, husband, or father is ill and deprived of his medication, while being unable to reach him, hear his voice, or check on his condition, is severe and ongoing.<\/span><\/p>\n

The treatment of Dr. Marwan Al-Hams is similar in nature to the treatment reported by other detained Palestinian doctors, including Dr. Hussam Abu Safiya and other medical personnel who became symbols of professional and humanitarian resilience during a war that targeted people, places, and medical institutions alike. Media reports have also described the trauma experienced by families of detained doctors from Gaza, including the shock of abduction, absence of contact, and fear for the fate of their relatives inside Israeli prisons.<\/span><\/p>\n

The continued detention of Dr. Marwan Al-Hams after his abduction from the field of medical work represents a serious failure by the international community, which has so far been unable to provide real protection for Palestinian medical teams despite extensive reports and testimonies documenting the targeting of Gaza\u2019s healthcare sector. International silence regarding the arrest of doctors and the denial of treatment does not amount to neutrality; it provides further cover for the continuation of this dangerous policy.<\/span><\/p>\n

Urgent action is required by M\u00e9decins Sans Fronti\u00e8res, the World Health Organization, the International Committee of the Red Cross, the Office of the United Nations High Commissioner for Human Rights, and all international medical and human rights institutions. Dr. Al-Hams\u2019s case must be treated as an urgent matter, not as a passing news item or a postponed file. Immediate intervention is required to determine his health condition, ensure his access to heart medication, conduct an independent medical examination, guarantee his communication with his family and lawyer, and work toward his release, along with the release of other detained doctors and medical personnel.<\/span><\/p>\n

An independent international investigation is also required into the circumstances of Dr. Al-Hams\u2019s arrest, interrogation, and denial of medical treatment, as well as the broader violations affecting detained doctors inside Israeli prisons. Any sudden deterioration in his health would fall under the responsibility of Israeli authorities and the Israeli prison administration, as well as the international community, which possesses tools of pressure but has not yet used them sufficiently to protect sick detainees.<\/span><\/p>\n

International humanitarian law provides special protection for medical workers. They must not be targeted, arrested, or punished for carrying out their professional duty to treat the wounded and the sick. Denying a detainee medical care, medication, adequate food, and communication with family constitutes a serious violation of international standards governing the treatment of prisoners and detainees.<\/span><\/p>\n

Dr. Marwan Al-Hams is not merely a number in a long list of detainees. He is a doctor, a human being, a father, and a person who carried a humanitarian mission. He chose to remain in the field of medical duty under the most difficult circumstances. In return, he has faced abduction, interrogation, starvation, and denial of medication.<\/span><\/p>\n

Saving his life is an urgent responsibility. Silence over his continued detention under these conditions amounts to indirect complicity in the danger surrounding him.<\/span><\/p>\n

Israeli authorities bear full responsibility for the life, physical safety, and psychological well-being of Dr. Marwan Al-Hams.
