Worsening Suffering Amid Medical Neglect and Daily Repression<\/strong><\/p>\n

The suffering of Palestinian female detainees held in the Israeli Damon Detention Center has reached unprecedented levels amid harsh detention conditions where starvation policies, medical neglect, and daily repression intersect in systematic violations of human dignity. Life inside the detention center has become a compounded form of suffering affecting the body, the psyche, and personal identity, placing female detainees in continuous confrontation with an increasingly brutal reality.<\/p>\n

In this context, the Palestinian Center for Prisoners Advocacy issues this report to affirm that the conditions inside Damon Detention Center constitute a stark example of compounded violations and systematic crimes that extend far beyond imprisonment itself. These practices amount to a deliberate targeting of the dignity of Palestinian women and their most basic human rights. Since October 7, 2023, the conditions of female detainees have sharply deteriorated, transforming their daily lives into an uninterrupted cycle of suffering within a closed environment governed by collective punishment and retaliation.<\/p>\n

According to available data, approximately 90 female detainees are currently held inside Damon Detention Center. Since the beginning of the war on Gaza, Israeli arrest campaigns have targeted hundreds of Palestinian women, with the total number of arrests exceeding 800 cases. These arrests have affected various groups within Palestinian society, including mothers, university students, and minors, reflecting the widening scope of targeting against Palestinian women.<\/p>\n

Overcrowding inside detention cells remains one of the most severe manifestations of daily suffering. Female detainees are confined in narrow rooms that far exceed their capacity, forcing many to sleep on the floor amid severe shortages of beds and blankets. Poor ventilation and the deliberate closure of windows further transform the cells into suffocating spaces lacking the minimum standards necessary for humane living conditions. The deterioration of hygiene conditions, coupled with the confiscation of cleaning supplies, has contributed to the spread of skin diseases and the worsening of detainees\u2019 health conditions.<\/p>\n

The detention center administration also imposes a systematic policy of starvation. The food provided to female detainees is extremely limited, poor in quality, and lacking essential nutritional value. Female detainees are deprived of meat and vegetables for extended periods, resulting in visible weight loss and physical exhaustion. The ban on cooking or heating food forces detainees to consume cold and often inedible meals, constituting a deliberate policy that directly threatens their health and well-being.<\/p>\n

In addition, female detainees are deliberately deprived of access to clean drinking water. Water provided inside the detention center is often unfit for human consumption, forcing detainees to rely on contaminated water and exposing them to increased health risks and disease. At least 21 female detainees suffer from serious illnesses, including cancer, yet they are denied adequate medical treatment. Medical care is largely limited to the distribution of basic painkillers, reflecting a dangerous level of deliberate medical neglect.<\/p>\n

The installation of surveillance cameras inside detention cells constitutes a grave violation of privacy and human dignity. Female detainees are deprived of any private personal space, while constant surveillance is used as a tool of psychological pressure, intimidation, and humiliation. Such practices reflect a systematic policy aimed at degrading and dehumanizing detainees.<\/p>\n

Restrictions on religious freedom represent another serious dimension of the violations. Female detainees are prevented from performing congregational and Friday prayers, while Ramadan practices and religious holiday observances are heavily restricted. These measures directly target the religious identity of detainees and seek to impose spiritual isolation alongside physical confinement.<\/p>\n

Interrogations are conducted under harsh and degrading conditions characterized by psychological and physical pressure. Female detainees are subjected to threats, insults, intimidation, and degrading searches within an environment devoid of legal and humanitarian safeguards. These interrogation methods reflect an organized pattern of repression and abuse.<\/p>\n

The Palestinian Center for Prisoners Advocacy (PCPA) has obtained testimonies indicating that numerous female detainees have been subjected to mass strip searches, during which they were forced to undress in front of one another. Several detainees reported being assaulted after refusing such searches and threatened with sexual violence and assault.<\/p>\n

The policy of isolation extends beyond the walls of the cells themselves. Female detainees, particularly those from Gaza, are deliberately separated from the rest of the detainee population and deprived of communication with others. In addition, detainees are frequently transferred through degrading methods that deepen feelings of humiliation and psychological suffering.<\/p>\n

On the legal level, Israeli courts continue to entrench these violations by upholding detention orders and depriving female detainees of their basic legal rights. Court hearings are often conducted rapidly and without adequate opportunity for detainees to defend themselves. The rejection of visitation requests further deprives detainees of contact with their children and families, intensifying their isolation.<\/p>\n

It is important to highlight the policy of administrative detention employed by the Israeli occupation authorities, a punitive measure used to detain Palestinians without charge or trial based on what is referred to as a \u201csecret file,\u201d which neither the detainee nor their lawyer is permitted to review or challenge. Administrative detainees in Israeli prisons endure a harsh reality marked by constant anxiety due to the repeated renewal of detention orders for months and, in many cases, years without any fair judicial process. Israeli courts continue to entrench this policy through the near-systematic approval of military detention orders, transforming judicial oversight into legal cover for arbitrary detention.<\/p>\n

Palestinian female detainees are not exempt from this policy. Approximately 40 women are currently held under administrative detention out of nearly 90 female detainees overall, further compounding their suffering under harsh detention conditions and ongoing deprivation of the most basic legal and humanitarian guarantees. By early May 2026, the total number of Palestinian administrative detainees had reached approximately 3,500, reflecting a dangerous and escalating expansion of imprisonment without charge or trial.<\/p>\n

The case of Amina Shaher Al-Tawil stands as a living testimony to the cruelty of administrative detention against Palestinian female prisoners. She was arrested while pregnant and found herself behind bars without clear charges or a fair trial, under conditions that intensified her humanitarian and health suffering while leaving her family and children trapped in a cycle of fear, anxiety, and uncertainty. Her case further exposes how the so-called \u201csecret file\u201d is used as a tool to remove women from their homes and deprive them of the most basic legal and humanitarian guarantees.<\/p>\n

Among the female detainees are 40 mothers with more than 135 children collectively deprived of seeing their mothers. These children continue to grow up separated from their mothers amid near-total disconnection from the outside world. The denial of family visits and the absence of communication channels intensify psychological suffering and create compounded humanitarian consequences for both detainees and their families.<\/p>\n

The violations taking place inside Damon Detention Center cannot be separated from the broader context of systematic targeting of Palestinian women. The continued absence of effective international monitoring and accountability mechanisms constitutes a direct challenge to international humanitarian law and international human rights standards.<\/p>\n

\n

As of early May 2026, according to data issued by Palestinian prisoners\u2019 institutions, the total number of Palestinian prisoners and detainees held in Israeli detention centers exceeded 9,400. Among them are 87 female prisoners and approximately 360 child detainees held in Megiddo and Ofer prisons. The number of administrative detainees has reached 3,376, while 1,283 detainees have been classified by Israeli authorities as \u201cunlawful combatants.\u201d These figures do not include all Gaza detainees held in Israeli military camps under the same classification.<\/p>\n

The ongoing violations against Palestinian female detainees demand urgent international intervention to end these practices, ensure accountability, protect detainees from further abuse, and guarantee their fundamental human rights.<\/p>\n
