The Palestinian Center for Prisoners Advocacy said that what was revealed by Haaretz newspaper<\/em> regarding the Israeli occupation authorities informing the Supreme Court that they would allow the International Committee of the Red Cross to visit detention centers where Palestinian detainees are held, without permitting direct meetings with them, is a token gesture and an attempt to mislead public opinion. It does not constitute any meaningful step toward alleviating the gravity of the crime being committed against them.<\/p>\n

The Center explained that any visit by the Red Cross that does not include individual and direct meetings with the detainees, does not allow for a genuine assessment of their physical and psychological conditions, and does not permit the documentation of their testimonies away from the surveillance of the prison administration, is an incomplete visit stripped of its humanitarian and monitoring value.<\/p>\n

The Center affirmed that this step comes after the Red Cross was prevented from carrying out its role toward Palestinian detainees since October 7, 2023, a period during which Palestinian detainees witnessed an unprecedented escalation in crimes of repression, torture, starvation, medical neglect, isolation, and daily assaults against them.<\/p>\n

The Center added that Israel’s decision to allow tours inside prisons and meetings with prison administration staff, without enabling the Red Cross to meet the prisoners themselves, clearly shows that the occupation does not seek genuine humanitarian oversight. Rather, it seeks to produce an artificial media scene that grants it cover before the international community and conceals the crimes and violations endured by prisoners behind the prison walls.<\/p>\n

The Center stressed that the detainees are the true witnesses to what is taking place inside the detention centers, and that bypassing them in any international visit effectively turns the visit into a protocol measure that serves the jailer\u2019s narrative and fails to address the essence of the crisis or the scale of violations being committed against detainees.<\/p>\n

The Center further stressed that it is unacceptable for an international visit to become a tour among walls and corridors while, behind them, male and female detainees remain detained after having been subjected, according to testimonies and human rights reports, to brutal torture, sexual assaults, sadistic humiliation, and repressive practices rarely seen in their severity.<\/p>\n

The Center warned that any visit that does not enable the Red Cross to meet detainees directly and listen to their testimonies freely and confidentially may become a false political and human rights cover, or a free certificate of innocence for the occupation regarding its ongoing crimes inside prisons and detention centers.<\/p>\n

The Center views this symbolic step as part of a comprehensive program aimed at improving the Israel’s image before international public opinion, particularly amid the rising European, Western, and Arab voices calling for the condemnation and isolation of the occupation, and for ending cooperation with it in various fields, in light of its ongoing crimes against the Palestinian people and against detainees inside detention centers.<\/p>\n

The Center noted that, through this step, the occupation is attempting to circumvent growing human rights demands and absorb international pressure without offering any genuine commitment to ending violations, stopping torture, restoring visits, or enabling international institutions to carry out their role in accordance with recognized humanitarian standards.<\/p>\n

The Palestinian Center for Prisoners Advocacy called on the International Committee of the Red Cross to reject any token arrangements that do not guarantee direct and individual meetings with Palestinian detainees, listening to their testimonies without oversight or interference from the prison administration, and to exert pressure to restore its full role in visiting prisoners, following up on their conditions, and conveying their messages to their families.<\/p>\n

The Center also called on international human rights institutions, the United Nations, and states that declare their commitment to human rights not to be deceived by this Israeli maneuver, and to treat it as an attempt to whitewash violations rather than a genuine response to the requirements of international humanitarian law.<\/p>\n

The Center concluded its statement by affirming that prisoners\u2019 rights are not achieved through token tours inside prisons or meetings with jailers, but through revealing the full truth, enabling international bodies to gain direct access to prisoners, holding the occupation accountable for its crimes, and ensuring an end to the systematic violations committed against them inside the Israel’s prisons and detention centers.<\/p>\n","protected":false},"excerpt":{"rendered":"
